About Martyn’s Law

Background

The Terrorism (Protection of Premises) Act 2025, commonly referred to as Martyn's Law, stems from the tragic Manchester Arena attack in 2017 and the continued evolving and enduring terrorist threat across the UK. The Act received Royal Assent in April 2025, introducing significant changes to security measures required at a wide range of premises in the UK, to better protect against terrorist threats and improve public safety. The new legislation is estimated to impact over 300,000 premises across the country, representing one of the largest security and safety upgrade programs in UK history.

Two-tier system requirements

Those responsible for certain premises or events will be required to implement reasonably practicable public protection procedures and/or measures, depending on the capacity of the premises, which have been split into two tier with the standard tier covering premises that are expected to have 200-799 individuals on the premises at the same time, while premises i expected to have 800 individuals or more will fall into an enhanced tier.

The role of the Security Industry Authority (SIA)

The Act has established a regulator to oversee compliance through a new function of the Security Industry Authority (SIA), an arm’s length body of the Home Office, which will regulate the Act and provide support and guidance. The SIA will use a new toolkit of powers to address serious and persistent cases of non-compliance, particularly in the enhanced tier in the most serious cases of non-compliance.

Timeline and scope

Scheduled to come into force on April 3, 2027, giving businesses a 24-month implementation period. Affected premises are advised to begin preparing for the required upgrades and risk assessments now, although the exact timeline for enforcement will be determined by forthcoming government guidelines.   • Communication systems enabling rapid alerts in the event of an emergency

  • Capability to facilitate lockdown protocols
  • Establish practicable, appropriate public protection procedures with associated staff training.
  • Develop a basic security and response plan

While no equipment is currently specified it’s expected that standard tier premises will require security and safety tech upgrades and new installations to support compliance.

  • Developing and implementing plans for public protection procedures that are routinely rehearsed
  • Designation of a senior individual with overall responsibility of the relevant organisations such as a director
  • Safe evacuation of people out of the premises or event
  • Safely bringing people into or to safer parts of the premises or event
  • Alerting people on the premises to the danger with appropriate instructions
  • Developing policies for perimeter and entry checks as well as queue management and ticket checks
  • Use of internal radio systems and mobiles for communication between relevant individuals
  • Sufficient staff to protect ingress and egress areas
  • Policies for suspicious or restricted items including bag checks and storage
  • Effective CCTV with an adequately staffed monitoring and control room
  • Monitoring measures ranging from “circulating awareness-raising material” to surveillance and other monitoring systems
  • Movement control measures from “processes for observing suspicious behaviour” to “searching and screening individuals and barriers”
  • Physical safety measures including “stand-off zones...safety glass and hostile vehicle mitigations”
  • Information security measures to ensure “sensitive information such as floor plans are held securely"
  • Preparation of documentation of procedures and measures submitted within 30 days and regularly updated for regular risk assessments

What Organizations Are Impacted By the Enhanced Tier

The venues covered by the Terrorism (Protection of Premises) Act 2025 are those that host over 800 people at any given time.

Stadia, music venues, hospitals, large senior schools, shopping centers, and other large-capacity facilities fall directly within the scope of this legislation.
